Building a second runway at Gatwick Airport is emerging as a possible alternative to adding a third runway at Heathrow.

A confidential BAA memo has reportedly suggested that Gatwick’s capacity could be increased from 45 million to 80 million passengers annually. Approximately 67 million passengers used Heathrow Airport last year, and BAA is the owner of both airports.

According to The Times, the memo from BAA was sent to potential bidders on Gatwick Airport, and shows the positioning of a possible second runway – one kilometre south of the existing runway.

Details regarding the memo have emerged as the Competition Commission questioned the government’s policy regarding expansion at Heathrow and Stansted, rather than Gatwick. In addition to selling off Gatwick, the Commission has also called for BAA sell Stansted and Edinburgh airports.

An agreement signed with West Sussex County Council in 1979 prohibits the expansion of Gatwick Airport until 2019.

It is possible, however, that construction could begin on a second Gatwick runway that was set to come on line along with a new terminal, in 2023 or 2024.

Reports indicate that expanding Gatwick would have less of an environmental impact than an expansion of Heathrow.
